Основан как частная коллекция. Открыт в 1995 г. Экспозиция музея рассказывает практически о всей истории отечественного флота: с первых морских походов славян до действий советского ВМФ в годы Великой Отечественной войны. С музеем сотрудничает клуб юных моряков "Парус".
